Ontario College Credential Program Development Process
The development and approval of new programs consists of a three stage process that begins with the conceptualization and feasibility of a new program; followed by the initial program development that leads to credential and funding approval; and culminates with the final program development, launch and recruitment.

STAGE 1: Conceptualization & Feasibility (Click here for .docx file)

7. Completion of the CVS Application for Program Validation*

8. Completion of the Ministry of Training Colleges and University’ (MTCU) Request for Approval for Funding*

STAGE 3: Final Program Development (Click here for details)
9. Establish the Program Advisory Committee
10. Develop curriculum--Program Map template (ZIP file)
11. Prepare other program components, such as alternate delivery methods, clinical, co-op and work placements, facilities, instructional equipment and resources (IT, learning objects, etc.)
12. Review and revise the cost and budget plan (if required), e.g., facilities, technology, resource requirements, capital renewal/ amortization, etc.
13. Address registration and marketing requirements, publish the program, and compile and store program development documents
14. Finalize and implement the marketing requirements and post the New Program on the Confederation College Website (final version)
15. Document linkages to the Program Quality Assurance Process Audit (PQAPA), the College’s strategic plan and the School’s academic plan
16. Ensure New Program information in Banner is current and uploaded into the Course Outline Mapping & Management System (COMMS)
17. Complete the course outlines, including the knowledge and skills and the assessments
18. Complete New Program Quality Checklist
19. Compile “Program e-Binder”
20. Determine and recruit staff / provide faculty professional development as needed
